Hard to Steer at high speed

Finally got my V-King going last year, but one issue.

At the current top speed I can hardly move the steering wheel. At lower speeds the wheel turns easy. On the stand it flops side to side super easy.

It's a 1989 V-King with a 200 Yami, 28P tempest+, jacked to about 2" below pad. No LWP.
Steering is Seastar hydraulic with new hoses, well bled, and new cylinder mount hardware.

Current top speed is 70 mph at 5500rpm and WOT, minimal trim.
I get to top speed by starting at near zero trim, pushing the throttle to WOT, then increasing the trim till rpms got to 5500.
No porposing or chine walk, and no steering inputs. When I got to 70 I noticed that turning wasn't really an option.

An ideas whats going on?
