Viper Laser II Prop Question

Hey all, I have a question about prop sizes. My Viper is powere by an inline 4 Merc 850 (85hp). I currently have an old 21P 2-blade al prop. However, at WOT it over-revs; 6200-6400 RPM. I would like to get a Mercury Laser II prop for it and I'm looking for a little help in picking the right size. I'm thinking 24P? Currently, the motor is set pretty low; cav plate even or below the pad w/ 6" of set back. What do you think?

For comparison, I have a VooDoo with a 70hp OMC and a 24" Raker (6000 rpm). Now the Voodoo is quite a bit lighter than the Viper, but it has a bit less power (the 850 seems pretty strong) and I believe the OMC has a higher gear ratio.
