I recently purchased a hydro stream vulture 83. Unfortunately it has rotten stringers and I suspect the core also. I am curious as to what materials are used, is it the balsam wood?

Yep it's 1/2" balsa from the factory. Some replace with composites but I have only use balsa.

I found a web site for a factory in Tennessee, is this who I would contact for the balsa core material? I also managed to get 50% of my core out, it was wet. I think i need about another 3 or 4 hours to finish stripping the core and stringers.

I'm not sure where you are located but in Minnesota there is a place called express composites in Minneapolis Mn. They have the balsa core and all the fiberglass stuff you will need, they are who i went through to get the materials i needed when i did my core, stringers and transom, good prices too.
