The following are facts and opinions ... :)

The Vking hull was ENGINEERED for a 400 lb. engine.
Fuel cell should be in the rear for balance, performance and safety.
If you ballast the front to compensate for the heavy rear, it'll be like having two passengers all the time.
You will only be running 200 four stroke horses. A two stroke 150 would probably out perform.
"Will it float?" Definitely yes, but don't stop moving forward. :)

Streams are fast and light. If they are not light they will not be fast.

The issue is only with the weight of an outboard,not the horsepower,until you are talking about running past the hulls top speed capabilities,which most people will never reach driving their hydrostream.....on a properly set up hull that is..viking/vking were designed for 400 lb motor with very little set back,no more then 2-4 inches. Whenever you go higher in weight,and more setback, you are hindering it's performance. 600 lbs is way to much weight Just for the record. This is why the 2.4/2.5 Mercs especially 2.5 promax and 2.5 260.weighing in at just under 400 lbs are well sought after.100+mph setup with right prop.. understand this is old post but figured could possibly help someone reading in future
