Ok I have a little more to add to the story.

I had the stream in the shop to put solid motor mounts in. As I was working the owner of one of the shops that buys parts from us was looking at my boat from outside for a while. He then came in and asked what the name on the work order was. I thought that was odd as he generally doesn't come in the shop but I told him it was mine. Then he asked if it was a 200 meriner on it I said it was. That's when he said he had rebuilt a motor on a similar boat. Thats when it clicked, I was told the motor was just rebuilt before the customer left it at our shop. Well It turns out this was the same boat and Jim had to take the previous owner to court to get his money. After the last owner pled guilty to this one he got hit with a bunch more felonies and is now in prison.
I did find out that the oil pump had gone and the block was damaged pretty bad but the customer wanted to fix it anyway so the block was sent to Ruck and was replated and all new pistons and bearings were installed. I will be getting a copy of all the work done next week.

It all cleaned up fine, I spent extra time knowing it was mine finally. It actually was nice to redo some of the rats nest it had before, someone liked to use mechanics wire instead of zip ties.
